25/10/23	Added data out banner like the portal banner to both data out home page and request new data out page. User will need Banner Admin permission in SAM. Then on the dataout website the setting of it can be found from the main data out website going /banner (so for sail for example that would be https://dataout.sail.ukserp.ac.uk/banner). From there the banner works the same way as it does for portal.
